Temporary residence (stage 1)
For freelancers and retirees with foreign income
USD 3,500

Paraguay is the country of low hurdles: territorial taxation, minimal presence requirements and a procedure you can plan well. Today the way in is a temporary residence of around two years, which is then converted into permanent residence; only that second stage brings the famous freedom of entering the country roughly once every three years. That second stage is our core product here. If a fast passport is on your mind: three years after permanent residence is granted, you can apply for naturalisation. Since April 2026 there is also the Paraguay Investor Pass: prove a recognised investment and you receive permanent residence directly, without the temporary stage. Both routes exist side by side. Paraguay suits Plan B strategists, the self-employed with income from abroad and the cost-conscious; if you are after first-world infrastructure, look at Panama instead.
