The Investor Pass suits you if you would rather deploy capital than wait two years. It is the alternative to the classic route introduced in April 2026: if you show one of the four recognised investments, you receive the Constancia de Inversionista Extranjero and with it the step towards permanent residence, without first having to go through temporary residence. It is particularly interesting for property buyers and portfolio investors, because two of the four routes expressly require no management role of your own and no jobs.
And who it does not suit:
The resolution sets out four investment routes, each with its own minimum amount, in US dollars or the equivalent in guaraníes at the official rate on the day of application. Productive investment from USD 70,000, in industry, trade or services, under an approved business plan and with at least five formal jobs. Tourism investment from USD 150,000, for the creation, acquisition, expansion, modernisation or operation of tourism assets and infrastructure, also under an approved business plan. Financial instruments from USD 200,000, expressly without any obligation to manage the business yourself and without jobs, but with a minimum holding period of two years and an annual reporting obligation. Real estate from USD 200,000, likewise without a management role and without jobs, but only for acquisition, development or management with an economic purpose; purchases for purely personal or family use do not count.
One point many accounts leave out: the investment may be already made or still under way, as long as the economic commitment is documented. Then come the formal classics that already applied to the old certificate: a police certificate from your country of origin or last country of residence, an Interpol certificate in Paraguay, proof of financial solvency through bank statements, securities or assets and, for the two routes with a business plan, a business plan with a CIIU code and an implementation schedule.
We work out which of the four routes fits your plans and what evidence it requires, before you commit capital.
Police certificate, proof of solvency and, where needed, the business plan with CIIU code and implementation schedule are prepared, apostilled and given certified translations.
The Ministry of Industry and Commerce's electronic application form has the status of a sworn statement; the documents go to the Dirección de Inversiones y Regímenes Especiales for technical review.
The resolution sets a time limit of five working days at most from complete receipt; if further documents are requested, the time limit is suspended until everything is complete.
With the Constancia, our local partners apply for permanent residence with Migraciones; for the cédula you need to be in Paraguay in person.
Two time limits that must be kept apart. For the Constancia de Inversionista Extranjero, the resolution is clear: issue within five working days at most of complete receipt of the application. As soon as the authority raises objections or requests further documents, this time limit is suspended until everything is complete. The residence procedure with Migraciones that follows is separate and takes longer; there is no guaranteed date there.
The procedure is largely electronic. You need to be in Paraguay in person to have the Cédula de Identidad issued. Whether, and how often, you must enter the country after approval to keep the status does not follow from the Investor Pass resolution but from immigration law; we check that for your case rather than repeating a second-hand figure. For comparison: the status from the classic route requires one entry about every three years.
Dependants go through their own document pack: their own police certificates from the relevant age, their own apostilles, their own translations. The Constancia itself is expressly issued in the name of the investing natural person. It makes sense to file for the family in the same window so that the status periods stay in sync.
According to the SUACE window's information sheet, the residence permit from this route is definitive and renewed every ten years. After that, the same prospect applies as on the classic route: after three years of permanent residence, naturalisation is possible. What life in Paraguay actually looks like is covered in our complete Paraguay guide.
Residence is not the same as tax residence. The Investor Pass gives you residence, not automatically Paraguay's territorial taxation, and moving to Paraguay does not, on its own, end your tax residence at home; what your home country keeps taxing depends on where you come from. The basics are in Living tax-free in Paraguay; for your individual case, bring a tax adviser to the table. Additional tax benefits said to come with the programme could not be verified in the text of the regulation, so we do not claim them.
Your application is filed together with our local partners, licensed attorneys in each country, with whom we have worked for years. We coordinate your case, check your documents and remain your point of contact: in English, throughout.
That applies whether you are still at home or already on the road: one point of contact, no language barrier, no loose ends across four time zones.
Yes. The resolution expressly treats the Constancia de Inversionista Extranjero as the step before the Dirección Nacional de Migraciones grants permanent residence, and the ministry announced the programme's launch in exactly those terms: direct access to permanent residence without the detour through the temporary stage.
Productive investment from USD 70,000 with at least five formal jobs, tourism from USD 150,000, financial instruments from USD 200,000 and real estate from USD 200,000. What counts is the amount in US dollars or the equivalent in guaraníes at the official rate on the day of application.
No. The resolution allows investments that are already made or still under way, as long as the economic commitment is documented.
No. The real estate route requires an economic purpose, meaning acquisition, development or management with the aim of generating income. The resolution expressly excludes purchases for purely personal or family use.
Five working days at most from complete receipt of the application. If the authority raises objections or requests further documents, the time limit is suspended until everything is complete. The residence procedure afterwards takes longer.
That is not set out in the Investor Pass resolution but in immigration law, and we check it for your case. We deliberately do not give a second-hand figure here. You do need to be in Paraguay in person once to have the cédula issued.
According to the SUACE window's information sheet, the permit is definitive; the identity card is renewed every ten years.
No, both exist side by side. If you do not want to commit capital, you still go through temporary residence and convert it after around two years.
