Apply for Permanent Residence in Paraguay
Permanent residence is the status you can practically keep in a drawer: one entry about every three years is enough to keep it.
Who this procedure suits
Permanent residence suits you if your temporary residence in Paraguay is already running or approaching conversion: permanent residence is the second stage of Paraguay's system, not the entry point. It suits Plan B strategists who want lasting status with minimal presence requirements, freelancers and entrepreneurs with foreign income who want to use Paraguay's territorial taxation, and anyone who wants to keep open the route to naturalisation three years after permanent residence is granted; for that, however, the court requires a genuine home in Paraguay and no more than three months' absence per year.
And who it does not suit:
- ✕You do not yet have temporary residence in Paraguay: then your route starts at the first stage, not here. Immediate permanent residence against a bank deposit, as shown in old videos, no longer exists since the reform.
- ✕You expect the cédula to make you tax-free automatically: residence is not the same as tax residence, and your tax status is a separate step.
- ✕You are looking for local employment: Paraguay is strong for foreign income, its local job market is not.
Requirements
For permanent residence, Paraguay requires that you built a genuine tie to the country during the temporary phase. Then come the formal classics: an apostilled birth certificate, a police clearance certificate from your home country, evidence of sound finances and a local health certificate. All foreign documents must have certified translations into Spanish; most do-it-yourself attempts fail on this chain of formalities. The exact amount of the income or asset evidence has shifted several times in recent years and is therefore checked for your case before filing, not copied from old guides.
What we take care of
- ✓Review of your requirements before anything is ordered
- ✓Complete document checklist for your specific case, including an apostille and translation plan
- ✓Preparation and pre-check of every document before it is filed
- ✓Filing with the Dirección General de Migraciones by licensed attorneys on the ground, together with our local partners
- ✓Ongoing follow-up with the authority until the decision
- ✓Receipt of the resolution and support with issuing your new cédula
- ✓Deadline tracking with reminders before your status or a document expires
- ✓One personal contact, coordinating in English, throughout the process
Step by step
- 1
Pre-check your situation
We clarify whether your temporary residence and your documents support the conversion, before you spend money.
- 2
Obtain and prepare the documents
Birth certificate, police certificate and evidence are apostilled, given certified translations and pre-checked by us.
- 3
Travel and file
You travel to Paraguay, and our local partners, licensed attorneys, file the application with the Dirección General de Migraciones; the local health certificate is obtained on the spot.
- 4
Processing and follow-up
The authority reviews the file, we follow up and keep you updated until the resolution is issued.
- 5
Cédula and completion
With the decision, your new Cédula de Identidad is applied for; from then on the minimal presence requirement of permanent residence applies.
How long it takes
Expect several months from filing to resolution, depending on the authority's workload and the quality of your documents. Filing a complete file saves you the costly rounds of requests for further documents in which many self-applicants lose months. There is no guaranteed date, and anyone who promises you one is promising something they cannot deliver.
Do you need to be there in person?
You need to be in Paraguay in person to file; plan a stay of a few working days. The real gain comes afterwards: permanent residence only requires one entry about every three years. In the temporary phase before that, you should be more present, because the authority wants to see your tie to the country.
Family members coming with you
Dependants go through the same procedure with their own document pack: their own birth certificates, their own police certificates (from the relevant age), their own translations. The effort per person is therefore similar, and we handle the coordination. It makes sense for the whole family to file in the same window, so that the status periods stay in sync and you do not have to renew a different family member every year.
What comes next
With permanent residence starts the clock that is the real reason for Paraguay for many: after three years of permanent residence, naturalisation is possible. The status also becomes predictable: minimal presence, full rights in the country, property ownership in your own name. What life in Paraguay looks like as a whole is covered in our complete Paraguay guide.
What is not included
- •Government fees in Paraguay
- •Apostilles and legalisations in your home country
- •Certified translations
- •Notary fees
- •Travel and accommodation costs
- •Health or asset evidence itself
- •Tax advice in the destination country
Tax note
Residence is not the same as tax residence. Permanent residence lets you stay, but it does not automatically make you a beneficiary of territorial taxation, and moving to Paraguay does not, on its own, end your tax residence at home. What your home country keeps taxing, and whether a tax treaty helps, depends on where you come from. The basics are in Living tax-free in Paraguay; for your individual case, bring a tax adviser to the table.
One point of contact, from start to finish
Your application is filed together with our local partners, licensed attorneys in each country, with whom we have worked for years. We coordinate your case, check your documents and remain your point of contact: in English, throughout.
That applies whether you are still at home or already on the road: one point of contact, no language barrier, no loose ends across four time zones.
Frequently asked questions
Can I apply for permanent residence directly, without the temporary stage?+
Without investing capital, as a rule no: the route runs through around two years of temporary residence, which is then converted. There has been one exception since April 2026: the Paraguay Investor Pass leads directly to permanent residence through a recognised investment, without the temporary stage. Both routes exist side by side.
How often do I need to go to Paraguay after approval?+
One entry about every three years is enough to keep permanent residence. That makes it the ideal Plan B status.
How long does the procedure take?+
Typically several months from filing. The biggest lever is you: complete documents with correct apostilles and translations prevent rounds of requests for further documents.
Do I automatically get Paraguay's tax advantages with residence?+
No. Territorial taxation only helps you once your tax residence has properly moved, including leaving your home country cleanly. That is a separate step alongside the right of residence.
What about my dependants?+
Dependants can come with you and go through the same procedure with their own documents. We coordinate the applications so that the family's status periods stay in sync.
Who files my application?+
Licensed attorneys in Paraguay, our local partners of many years. We coordinate the case, check the documents and remain your personal contact, in English.
Does permanent residence lead to citizenship?+
It is the prerequisite: after three years of permanent residence you can apply to naturalise, provided you can demonstrate your tie to the country.
