The inversionista programme suits investors who want to commit capital in Costa Rica anyway, classically through property, alternatively through a business or an approved project, and turn it into solid residency status at the same time. Eligibility can depend on your nationality, and we check it before you order. It fits anyone who wants to combine a home in the tropics with a predictable residency route, and Plan B strategists for whom one visit a year to keep the status is enough. Costa Rica rewards this route with a genuine territorial tax system, stability and a reliable, central land registry that makes buying property legally secure for foreigners.
And who it does not suit:
At the heart of the programme is an investment in property, a business or an approved project in Costa Rica. On the amount, 2026 calls for a straight answer: the reduced threshold of USD 150,000 under Ley 9996 applied only within its five-year window, which ended on 14 July 2026; anyone who opted into its benefits by then keeps them for ten years from the grant (Article 12). For new applications the threshold is currently not clearly regulated: the implementing regulation (Decreto 43926) still names USD 150,000 and repealed the former USD 200,000 rule in 2023, but the law limits the USD 150,000 to its own term. Which threshold the immigration authority applies today, we confirm before your application. Then come the formalities: a valid passport, a birth certificate that is apostilled and officially translated into Spanish, police certificates from every country where you have lived for a longer period, a health certificate and the evidence of your investment. If you plan to invest through property, know the maritime zone trap: beachfront concession land is not full ownership; what matters when buying is covered in our guide Buying property in Costa Rica.
We check whether your planned investment (property, business or project) supports the programme and which threshold currently applies, before any capital moves.
Birth certificate, police certificate, health certificate and investment evidence: apostilled, officially translated and pre-checked by us.
Together with our local partners, licensed attorneys in Costa Rica, we file the application with the immigration authority and represent you in the process; we coordinate in-person appointments with your travel plans.
The authority reviews the file, the local attorneys follow up, and we keep you updated in English until the resolution.
After approval comes the mandatory Caja registration; with that your status is complete and the clock towards permanent residence is running.
From complete filing to approval, expect several months to over a year, depending on the category and the authority's workload. Processing practice is still shifting after the Ley 9996 window ended, so we check the current position immediately before your application. Nobody can honestly promise you a date; the biggest lever is a complete set of correctly apostilled documents.
The application steps need in-person appointments, which we combine with your travel plans and, if you wish, with viewings for your investment. After that Costa Rica is very lenient: in current authority practice one visit a year is enough to keep the status. That makes the programme workable for investors who first use their property as a second base or as an investment.
Your spouse and children can join as dependents in the same case. Costa Rica distinguishes between joint and separate filing and between adults and minors; filing jointly with the principal applicant is the leaner route. Every family member needs their own document set with their own apostilles and translations, and we handle the coordination.
Inversionista residency is temporary residency, and after three years as a temporary resident the way opens to permanent residence, which no longer depends on the investment evidence. In the long run, naturalisation is possible after seven years of legal residence at the earliest. For the full picture of the country, see the Costa Rica country page and our honest guide to moving to Costa Rica.
Residency is not the same as tax residence. Costa Rica taxes on a territorial basis: your foreign income stays untaxed, while local income such as rent from your Costa Rican property is taxable there. Leaving your current tax residence behind is a project of its own, and what your home country keeps taxing depends on where you come from:
Your application is filed together with our local partners, licensed attorneys in each country, with whom we have worked for years. We coordinate your case, check your documents and remain your point of contact: in English, throughout.
That applies whether you are still at home or already on the road: one point of contact, no language barrier, no loose ends across four time zones.

Property, a business or an approved project in Costa Rica. Which route suits your situation, we clarify in the pre-check.
No. Owning property alone gives you no right of residence; you have to file the inversionista application. The purchase and the application can, however, be dovetailed cleanly.
Above all the maritime zone: the first 200 metres from the high-tide line are almost never full ownership but time-limited concession land. For the investment, what counts is fully titled ownership with proper due diligence at the Registro Nacional.
Yes, registering with the public health system is mandatory for residents. The contribution is a percentage of your declared income and must be kept up to date, otherwise the renewal stalls.
After approval, one visit a year is enough to keep the status in current authority practice. That makes the programme workable as a second base, too.

After three years as a temporary resident you can apply for permanent residence, which is no longer tied to the investment evidence. We track that deadline for you.
