Panama Permanent Residence: From Provisional to Permanent Status

Two years of provisional residence become your permanent status in Panama: no expiry, low presence and the prerequisite for naturalisation later on.

Who this procedure suits

This product is the second stage of Panama's residence route. It fits anyone who holds provisional residence through the Friendly Nations Visa or the Self Economic Solvency investment route and now wants to make the status permanent. Eligibility depends on your nationality, and we check it before you order. Since the 2021 reform there is no way around it with the Friendly Nations Visa: first two years provisional, then a separate application for permanent residence. Pensionado and Qualified Investor, by contrast, lead directly to permanent residence. If you complete this switch cleanly and on time, you then hold one of the lowest-presence permanent statuses in the region and the basis for everything else, from the cédula to the passport.

And who it does not suit:

  • ✕You do not have provisional residence in Panama yet: permanent residence is the second stage; your entry runs through the Friendly Nations Visa or an investment route.
  • ✕Your provisional residence has already expired or the deadlines are unclear: then we first clarify whether and how your status can still be converted, before anything is ordered.
  • ✕You expect permanent residence to bring the passport automatically: naturalisation is a separate procedure after five years of permanent residence, with its own tests and hurdles.

Requirements

The basis is your existing provisional residence, which Panama has granted for two years since the 2021 reform, whether through the Friendly Nations Visa or the Self Economic Solvency route. The switch is a separate application to the migration authority, not an automatic step: which documents the authority currently wants to see at the time of your switch is checked for your case by our local partners, licensed attorneys in each country, before anything is filed; expect core documents to need updating, apostilling and certified translation. Important: do not unwind your economic ties to Panama prematurely, before that check has been done. As with all immigration procedures in Panama, representation by a lawyer is mandatory: no application goes ahead without licensed local attorneys.

Thinking about a retiree visa, but no pension that moves with you?

Retiree routes require a documented monthly income. For the self-employed and business owners we build a structure for exactly that: the pension plan LLC, your own US company that you fund with a loan and that repays it to you in regular monthly instalments under a documented pension plan. It works for many retiree visas, with no minimum age; we confirm acceptance for your destination before you order.

Step by step

  1. 1

    Check status and deadlines

We review your provisional residence, the running deadlines and the authority's current requirements before any costs arise.

  2. 2

    Update your documents

The documents needed for the switch are obtained afresh, apostilled, translated by a certified translator and pre-checked by us.

  3. 3

    File the application

Together with our local partners, licensed attorneys in each country, the application is filed with the migration authority; we schedule any in-person appointments around your travel plans.

  4. 4

    Processing and resolution

The authority reviews your case, the local attorneys follow up, and we keep you updated in English until permanent residence is approved.

  5. 5

    Permanent status and outlook

With permanent residence we can secure your cédula and set the course towards naturalisation after five years.

How long it takes

How long the authority takes for the switch depends on its workload and your documents; there is no guaranteed date, and we give you a realistic estimate for your case before you apply. By Latin American standards, Panama works quickly. What matters most is the start: we track your two-year deadline so the second round is prepared in good time and no status lapses.

Do you need to be there in person?

The switch involves in-person appointments, which we schedule around your travel plans. After that Panama shows its greatest strength: in practice, one visit every two years is enough to keep permanent residence. That means you can keep Panama as a Plan B base without living there. Only if you later want to naturalise do you need real presence in the country.

Family members coming with you

Dependents who were part of your provisional case convert their status in the same procedure. As with the first stage, filing together with the main applicant is the leaner route, but each family member needs their own updated document pack. We handle the coordination so the family reaches permanent status in one go.

What comes next

With permanent residence Panama becomes a long-term base: a US dollar economy, territorial taxation, the best flight hub in the region, with minimal presence requirements. After five years of permanent residence you can pursue naturalisation, a separate procedure with its own hurdles. If you have not done so yet, a local bank account can be set up as a building block of your case; more on our page about opening a bank account. For the full picture, see the Panama country page and our Panama guide.

What is not included

  • •Government fees and state charges in Panama
  • •Apostilles and legalisations in your home country
  • •Certified translations
  • •Notary costs
  • •Travel and accommodation costs
  • •Obtaining the evidence itself (police clearances, certificates)
  • •Tax advice in the destination country

Tax note

Residence is not the same as tax residence. Permanent status does not change that either: Panama's territorial system leaves foreign income at zero, but you only benefit from that once your tax residence at home has properly ended. Whether and when that happens, and what your home country keeps taxing, depends on where you come from. For context, see our Panama guide; your individual case belongs with a tax adviser.

One point of contact, from start to finish

Your application is filed together with our local partners, licensed attorneys in each country, with whom we have worked for years. We coordinate your case, check your documents and remain your point of contact: in English, throughout.

That applies whether you are still at home or already on the road: one point of contact, no language barrier, no loose ends across four time zones.

Frequently asked questions

When can I convert my provisional residence?+

Since the 2021 reform, Panama first grants two years of provisional residence; then comes the separate application for permanent residence. We track your deadline and prepare the second round in good time.

Do my economic ties to Panama still have to exist?+

What the authority wants to see at the time of the switch is checked for your case by the local attorneys. So do not unwind your company, investment or fixed-term deposit before that check has been done.

Do I have to travel to Panama for the switch?+

Expect in-person appointments, which we schedule around your travel plans. After approval, one visit every two years is enough to keep your status.

What happens if I miss the window for the switch?+

Then the first question is whether and how your status can still be saved, which depends on the individual case. Do not leave it to chance: that is exactly what our deadline tracking is for.

Does my family move to permanent residence with me?+

Yes, dependents from your provisional case convert in the same procedure. Filing together with the main applicant is the leaner route; each family member needs their own document pack.

How much do I need to be there after approval?+

In practice one visit every two years is enough to keep permanent residence. Only a later naturalisation requires real presence.

Who handles the procedure in Panama?+

Licensed local attorneys; in Panama, representation by a lawyer is mandatory for immigration procedures anyway. We coordinate your case and remain your personal contact, coordinating everything in English.

What comes after permanent residence?+

After five years of permanent residence you can pursue naturalisation. It is a separate, demanding procedure that we support on its own.
