Apply for Permanent Residence in El Salvador
After three years of temporary residence, El Salvador becomes predictable: permanent residence, which is much easier to keep and opens the door to naturalisation after five years.
Who this procedure suits
Permanent residence is the second stage of the Salvadoran system and fits you if you have already spent three years as a temporary resident in El Salvador or are approaching that mark. Eligibility depends on your nationality, and we check it before you order. It suits everyone who wants to leave the renewal routine and the strict 90-day presence of the temporary stage behind for a lasting status that is easier to keep, and everyone who wants to keep the regular route to naturalisation after five years of residence open. If you chose El Salvador as a long-term base for its territorial tax system, the US dollar and its absence from CRS, permanent residence turns a bet into something you own.
And who it does not suit:
- ✕You do not hold temporary residence in El Salvador yet: then your path starts with the first application including a work permit, not here. Permanent residence is the second stage, not the entry point.
- ✕You have not yet been a temporary resident for three years: the way to permanent residence opens after three years; until then, the renewal is your service.
- ✕You do not want to build any presence and are only after a document: for a route with no annual presence at all, El Salvador only has the investor route (the Freedom Visa), a separate programme whose terms have not been officially published, not this application.
Requirements
The basic requirement is clear: three years as a temporary resident, kept cleanly, with presence met and renewals without gaps. On that basis, the authority reviews your move to permanent status. Which evidence it asks for in detail, and which of your documents need refreshing, re-apostilling or certified translation, we check for your case before the application, instead of working from a standard list. If you ran your temporary phase with us, the file and deadlines are already with us.
What we take care of
- ✓A check that your three years as a temporary resident support the application, before anything is ordered
- ✓Review of your status history: renewals, periods of presence, the file
- ✓An updated document list with an apostille and translation roadmap
- ✓Preparation and review of every document before filing
- ✓Filing and representation by licensed local attorneys
- ✓Ongoing follow-up with the migration authority until approval
- ✓Clarifying the requirements that apply to keeping permanent status
- ✓Deadline tracking towards naturalisation after five years of residence, if you want to take that route
- ✓One personal contact who coordinates the whole procedure in English
Step by step
- 1
Pre-check of your status history
We check whether your three years of temporary residence, your periods of presence and your renewals support the application, before any costs arise.
- 2
Update your documents
Whatever the authority currently wants to see is obtained, apostilled, translated by a certified translator and reviewed by us.
- 3
File the application
Our local partners, licensed attorneys in El Salvador, file the application for permanent residence and represent you in the procedure; we coordinate in-person appointments with your plans.
- 4
Processing and approval
The authority reviews the file, the local attorneys follow up, and we keep you updated in English until your permanent status is in place.
- 5
Live the status, naturalisation in view
With permanent residence, the status is easier to keep; if you are aiming for naturalisation after five years of residence, we add the deadline tracking.
How long it takes
Processing time works as it does at the temporary stage: it depends on the authority and how complete your documents are, and we give you the current figure from our experience before you order rather than promising a number nobody can keep. The application itself is predictable when the temporary phase is properly documented; costly delays almost always come from gaps in the status history, and that is exactly what we check first.
Do you need to be there in person?
This is the real gain of this stage: the strict 90-day rule of Decreto 531 applies to temporary residence, and permanent residence is much easier to keep afterwards. We go through the specific requirements for permanent status with you before the application, so you build your travel plans on facts rather than forum posts. For the application phase itself, we coordinate any in-person appointments with stays you have planned anyway.
Family members coming with you
Dependants who went through the temporary phase with you move to permanent status as separate line items in the same case: their own document package, their own status history, the same timeline. We check for each family member whether their three years have come together cleanly and keep the family's terms in sync. For minor children, we clarify the process before you order.
What comes next
Permanent residence starts the last leg of the regular route: after five years of residence, temporary and permanent counted together, you can apply for naturalisation. Dual citizenship is permitted, and the Salvadoran passport gives visa-free or visa-on-arrival access to around 130 countries, including the Schengen Area. The details are in the guide to Salvadoran citizenship and on the El Salvador country page.
What is not included
- •Government fees and state charges in El Salvador
- •Apostilles and legalisations in your home country
- •Certified translations
- •The evidence itself (income, investment, civil documents)
- •Notary costs
- •Travel and accommodation costs
- •The later naturalisation procedure (a separate procedure)
- •Tax advice in the destination country
Tax note
Residence is not the same as tax residence. Permanent status does not automatically make you a beneficiary of the territorial system either: what counts is properly leaving your previous tax home and the structure of your income. What your home country keeps taxing, and whether a tax treaty helps, depends on where you come from. The background is in the El Salvador guide; your individual case belongs with a tax adviser.
One point of contact, from start to finish
Your application is filed together with our local partners, licensed attorneys in each country, with whom we have worked for years. We coordinate your case, check your documents and remain your point of contact: in English, throughout.
That applies whether you are still at home or already on the road: one point of contact, no language barrier, no loose ends across four time zones.
Frequently asked questions
When can I apply for permanent residence?+
After three years as a temporary resident. Whether your status history supports the application, we check before anything is ordered.
How much time do I still need to spend in the country with permanent residence?+
Much less than at the temporary stage: the 90-day rule of Decreto 531 applies to temporary residents, and permanent status is easier to keep. We go through the specific requirements for your case before the application.
Does permanent residence lead to citizenship?+
It is the stage before it: the regular route to naturalisation opens after five years of residence. Dual citizenship is permitted.
What does the Salvadoran passport offer?+
Visa-free or visa-on-arrival access to around 130 countries, including the Schengen Area.
Is there a faster route to the passport?+
Since 2023 the migration law has provided a route through state investor or donor programmes (the Freedom Visa), with direct definitive residence and naturalisation without a minimum stay. The amount and process of the programme have not been officially published. It is a separate programme and not part of this service.
Does permanent residence change my tax position?+
Not automatically. El Salvador taxes on a territorial basis, but whether your income stays tax-free depends on its source and structure, and without properly leaving your home country's tax net, the territorial system does not help you.
What about my family?+
Dependants on your case move to permanent status as separate line items in the same case, each with their own document package. We check each status history individually and keep the terms in sync.
Who handles the procedure in El Salvador?+
Licensed local attorneys. We coordinate your case, review the documents and remain your personal contact, in English.
