Apply for Permanent Residence in Peru
After three years of lived residence, permanent status: stay without thinking about renewals every few months, in a country that charges no wealth or inheritance tax.
Who this procedure suits
Permanent residence suits you if you have already made Peru your base through temporary residence and now want status without the renewal routine: after 3 years of residence the permanent stage opens up. It suits retirees and people with passive income who have genuinely moved their life to Peru, families looking for predictability without a bureaucratic countdown, and anyone who does not need the Peruvian passport at all or has missed the naturalisation window: permanent residence is the status that keeps you in the country regardless of future changes to the visa rules. Whether the timing is right for your case, we check before you order.
And who it does not suit:
- ✕You do not yet have the three years of residence: then temporary residence is your first step, and we track the deadline until permanent residence is due.
- ✕You want to hold the status as a mailbox: Peru rewards real life in the country; long absences put your status and every follow-on option at risk. For low-presence backups, Paraguay or Panama are the better fit.
- ✕You expect a tax advantage from permanent residence: the status changes nothing about your tax position, as Peru taxes on residence and worldwide income. If tax optimisation is your main aim, this is the wrong service.
Requirements
The basic mechanics are clear: permanent residence requires around 3 years of legal residence in Peru, built on your existing residence status. Your route so far, your periods of presence and your residence card, the Carné de Extranjería, all have to line up: gaps between renewals or overly long absences are the typical stumbling blocks, which is why we calculate your periods before anything is ordered. Which evidence the immigration authority requires for your specific case is checked before filing; in our experience, clean and current register data is part of it, which is why we include changes such as address, a new passport or marital status as separate items.
Thinking about a retiree visa, but no pension that moves with you?
Retiree routes require a documented monthly income. For the self-employed and business owners we build a structure for exactly that: the pension plan LLC, your own US company that you fund with a loan and that repays it to you in regular monthly instalments under a documented pension plan. It works for many retiree visas, with no minimum age; we confirm acceptance for your destination before you order.

Step by step
- 1
Check periods and status
We calculate your residence periods, check your residence card and clarify whether the permanent stage is already open for your case.
- 2
Prepare the documents
All evidence is obtained according to our checklist, apostilled and given certified translations where needed, and pre-checked by us.
- 3
File the application
The attorneys on the ground file your application with the immigration authority and represent you in the procedure.
- 4
Processing and follow-up
The authority reviews the file, our local partners follow up, and we keep you updated in English.
- 5
Permanent status and data upkeep
Once approved, you are permanently documented; later changes such as address, a new passport or marital status are kept clean in the register through the data update.
How long it takes
A credible duration cannot be promised across the board: it depends on the immigration authority's workload and the quality of your documents. You receive a realistic estimate for your case before you order. The biggest lever lies with you: a gap-free residence and renewal history and a well-kept register make the difference between a smooth procedure and months of requests for further documents.
Do you need to be there in person?
The real presence work was done in the 3 years before: real life in Peru, properly documented, because the immigration authority checks travel stamps closely. For the procedure itself, we coordinate the necessary in-person steps with your travel plans. How much ongoing presence the permanent status requires afterwards, we clarify for your case before you order; if you also have the naturalisation window in mind, plan for continuous presence anyway, because every day of residence counts there.
Family members coming with you
For permanent residence, our local partners' price list makes no distinction between principal applicant and dependants: the same service item per person applies, each with their own application and document pack. That keeps family planning pleasantly transparent, with no hidden tiers. Which dependants meet the requirements at the time of filing depends on each person's residence periods and is checked per family member before you order.
What comes next
With permanent residence, Peru is your base for good, however visa categories change in future. And for many, this is where the real endgame begins: Peruvian citizenship. Worth knowing: naturalisation does not depend on permanent status but, under current law, on 2 years of uninterrupted legal residence, so the window can open before the permanent stage; it closes once the new nationality law (Ley 32421), which raises the period to five years, enters into force. The situation is explained in our guide Peru's naturalisation window is closing; for the full picture, see the Peru country page.
What is not included

Tax note
Residence is not the same as tax residence, and permanent status does not change that. Residence for tax purposes decides your tax liability: after more than 183 days of presence, effective from 1 January of the following year, Peru taxes your worldwide income, employment income progressively at 8% to 30% and investment income at around 5%, with no wealth, inheritance or gift tax. Moving to Peru does not, on its own, end your tax residence at home, and whether a tax treaty with Peru helps depends on where you come from. Details in our guide Permanent residence in Peru: residencia and tax; your individual case belongs with a tax adviser.
One point of contact, from start to finish
Your application is filed together with our local partners, licensed attorneys in each country, with whom we have worked for years. We coordinate your case, check your documents and remain your point of contact: in English, throughout.
That applies whether you are still at home or already on the road: one point of contact, no language barrier, no loose ends across four time zones.
Frequently asked questions
When can I apply for permanent residence in Peru?+
After around 3 years of legal residence. Whether your periods already qualify, we calculate before you order, including the typical stumbling blocks such as gaps between renewals or overly long absences.
What does permanent residence give me over temporary residence?+
You no longer depend on renewals and their conditions, and you hold a status that keeps you in the country regardless of future changes to the visa rules. For anyone using Peru as a long-term base, it is the real target status below the passport.
Do my dependants pay more or less than me?+
Neither: for permanent residence the same service item per person applies, for principal applicants and dependants alike. Each person goes through their own procedure with their own document pack.
Why would I need the data update?+
The immigration authority keeps your details in its register: address, passport, marital status, signature. If something changes, it has to be updated, depending on the case with or without a new ID card. We offer both as separate items so that your status stays properly documented.
Does permanent residence lead automatically to the passport?+
No, naturalisation is a separate procedure, and today it depends on 2 years of uninterrupted legal residence (5 in future, once Ley 32421 is in force), not on permanent status. The window can therefore open earlier; it closes with the new nationality law, which is why we check the current legal position before every order.
Does permanent residence change my taxes?+
No. Residence for tax purposes decides (more than 183 days, effective from 1 January of the following year), not the residence permit. From then on, worldwide income is taxed at moderate rates, with around 5% on investment income.
Who handles my procedure in Peru?+
Licensed attorneys on the ground, our local partners. We coordinate your case, pre-check the documents and remain your personal contact, in English.
