Paraguay residency attracts more half-truths than almost any other topic. "Permanent residence in two weeks", "fly in once and you're done": those days are gone, and if you arrive with those expectations you are in for a surprise. I will take you through the real process in 2026, from the first certificate to the point where Paraguay's famous tax freedom actually works for you.
Understanding the two-stage model
The most important point first, because this is where the biggest misconception lies. The instant permanent residence of the past is history. Today you go through two stages: first a temporary residence for around two years, then conversion to permanent residence. You apply to the Dirección General de Migraciones. That is no disaster, but you need to know about it and plan for it from the start.
The process, step by step
First, the documents, before you fly: birth certificate apostilled and with a certified Spanish translation, criminal record certificate, a marriage certificate if it applies to you, plus the required proof of funds. I explain the order of apostilling in my apostille roadmap, and get the criminal record certificate last so that it does not expire. Second, enter the country and file the application with Migraciones: since the reform under Ley 6984/2022, Paraguay no longer requires proof of income or a deposit for temporary residence; solvency only comes up when you convert to permanent residence (details in the article Paraguay residency step by step). Third, apply for temporary residence and receive your cédula, the Paraguayan identity card, your key to banks, contracts and everyday life. Fourth, hold the status for two years, keeping to the presence rules, and then convert to permanent residence.
The step almost everyone forgets: tax residence
Now for the crucial part, which I cannot stress often enough. Residence is not the same as tax residence. Your cédula makes you a resident, but the famous territorial zero on foreign income only applies once your tax affairs are properly set up. For that you need a RUC, the tax number, and as a rule the Constancia de Residencia Fiscal, the certificate of tax residence from the Paraguayan tax authority DNIT. The procedure does not require a minimum number of days in the country, but it does require the official record of your entries and exits, the Constancia de Movimiento Migratorio. So the authority sees your travel data, it just does not count it against a day limit. This certificate is exactly the document your bank abroad and the tax authority in your home country want to see, not the residence card. I keep seeing people proudly show their cédula, convinced the tax question is settled. It is not.
Paraguayan tax residence does not, on its own, end your tax residence at home. What your home country requires before it lets you go, and whether an exit tax applies, depends on where you come from:
The Investor Pass alternative
For those ready to commit capital, the structured Paraguay Investor Pass has existed since 2026, with defined options ranging from a lower entry point combined with job creation to pure capital investments. If you want to invest or build something locally anyway, it can be the clearer, faster route. For someone who is only looking for residence, the classic path is usually still the leaner choice.
The mistakes I see again and again
The same three stumbling blocks come up every time. First, expecting instant permanent residence, which no longer exists. Second, ignoring the presence rules of the temporary phase and then putting the conversion at risk. Third, confusing residence with tax residence and ending up without a RUC and a Constancia. All three can be avoided if the process is planned properly from the start.
That is exactly what I do with my clients: a clear roadmap from the first certificate to the Constancia, so that the tax freedom really holds in the end.
