Why Nicaragua?

Taxed territorially and very cheap. But the pensionado regime most people ask about was repealed in 2024, and the passport requires you to give up the one you have.

For years Nicaragua stood for the cheapest retiree residence in Central America: a law of its own, customs and duty benefits, a procedure through the tourism institute. That law has not existed since 2 August 2024; the new tourism law expressly repealed it. If someone offers you a pensionado residence under the old rules today, they are selling you the legal position of the day before yesterday. What remains is a territorial tax system, very low costs and a migration law that was tightened noticeably in November 2024.

  • โœ“Territorial tax system: Nicaragua taxes income that arises in Nicaragua
  • โœ“Non-CRS: no commitment to automatic information exchange
  • โœ“Very low cost of living, at the bottom of the regional range
  • โœ“Repealed: the pensionado and rentista regime was abolished on 2 August 2024 by the new tourism law
  • โœ“The catch: naturalisation requires you to renounce your current nationality

Residence permits and residency options

Residente temporal

If you enter intending to stay, you receive residence for three months up to one year, renewable. Rentista is a subcategory of its own and means a foreigner with stable, permanent income from abroad.

What went with Ley 694

The special categories Residente Pensionado and Residente Rentista with their customs and duty benefits were repealed with effect from 2 August 2024. Since then applications go directly to the migration authority instead of the tourism institute. The old concessions for household goods and vehicles are history.

Presence

A temporary resident loses the status after more than six months out of the country, except for documented reasons of health, study or family. So Nicaragua is no country for a residence you hold without using it either.

Legal framework since November 2024

The migration law was fundamentally revised at the end of November 2024: 60 articles amended, 30 repealed, seven inserted, plus a new criminal offence in the penal code. Anyone talking about Nicaraguan residence has to mean this version and not an older one.

Tax in Nicaragua

Territorial ๐Ÿ˜ƒ: foreign income tax-free

Nicaragua taxes nationals, residents and non-residents on income arising in Nicaragua. Foreign income stays outside, the same basic logic as in Panama, Costa Rica and Guatemala. The progression for residents runs from 0% up to NIO 100,000, then 15%, 20%, 25% and 30% from NIO 500,000.

What changed in 2024 was not the system but the incentive: with the repeal of the pensionado law, the customs exemption for household goods up to USD 20,000, the vehicle concession and the accompanying duty benefits went. What remains is the territorial basic rule, the same one neighbouring Costa Rica offers, there with a pensionado programme that still exists.

Citizenship: the route to a second passport

This is the second weighty point, and it is misreported almost everywhere. The migration law as amended in November 2024 requires, for naturalisation, seven years as a resident, counted from the date of the cรฉdula of permanent residence, and only after prior renunciation of your previous or acquired nationality. Central Americans are exempt from renunciation. Before permanent residence comes a temporary stage: since the reform, rentistas and retirees are temporary residents, and the reform deleted the former rule of switching to permanent residence after three years. So in total it is clearly more than seven years, at least ten under the old law.

The same law also provides a shorter route: one year of permanent residence when setting up an industry or an activity that benefits the national economy.

The renunciation is the decisive sentence. A second passport for which you give up your first is not a second passport. That rules Nicaragua out as a passport location, regardless of the timeline.

Our Nicaragua insider tip: Granada

Granada on Lake Nicaragua is the most established address for newcomers: one of the oldest colonial cities on the continent, compact, with a grown international resident community and about an hour from Managua airport. Alternatives are Leรณn, San Juan del Sur on the Pacific coast and Matagalpa in the cooler highlands. The cost of living is at the bottom of the regional range, comparable to Honduras and Bolivia.

Two points about the situation have to be read together. The UK Foreign Office (FCDO) reports that foreign nationals have been affected by violent crime, with attacks on people in vehicles and a risk of express kidnapping in unauthorised taxis. And it states that it is illegal for foreigners to take part in any political activity in Nicaragua: you can be arrested, detained or deported for taking part in a protest, for breach of the peace or for any activity seen as acting against the government, down to using the national colours blue and white for campaigning. There is no resident British diplomatic mission in the country. A place where a political opinion can become grounds for detention is something different from a safe country.

Banking outside Nicaragua

Banking and your operating company belong outside Nicaragua, and here a second argument comes in: legal certainty in dealing with the administration is the real bottleneck, not tax. If you hold assets where exit bans are described as a tool, you have bought the wrong risk. Non-CRS status changes nothing about that and does not replace a return in your home country.

Flag theory: why bank outside the country?

For your foreign income to stay genuinely foreign-source and the territorial exemption to apply, banking and company formation have to take place outside Latin America. We structure this for you. More about our services โ†’

Who is Nicaragua right for, and who not?

โœ“ A good fit for

  • โœ“Anyone who actually moves there, wants to live very cheaply and knows the legal position since 2024
  • โœ“Anyone looking for a territorial system at very low cost who knowingly accepts the political risks
  • โœ“Anyone already in the country who needs to know what is left of the old pensionado regime

โœ— Less suited to

  • โœ—Anyone who wants a second passport (naturalisation requires renouncing your current one)
  • โœ—Anyone planning around the customs and duty benefits of the pensionado regime (repealed in 2024)
  • โœ—Anyone looking for a low-presence residence (lost after more than six months' absence)

Frequently asked questions about Nicaragua

Does the Nicaraguan pensionado residence still exist?

Not in its familiar form. The law promoting the settlement of Residentes Pensionados and Rentistas was repealed by the new tourism law, published on 2 August 2024. Since then applications go directly to the migration authority, and the old customs and duty benefits have gone.

Is my foreign income taxed in Nicaragua?

No. Nicaragua taxes nationals, residents and non-residents on income arising in Nicaragua. Foreign income is not included.

How long does naturalisation in Nicaragua take?

Seven years from the date of the cรฉdula of permanent residence, and only after prior renunciation of your previous nationality. Before that comes a temporary stage whose length the law no longer fixes since 2024, so clearly more than seven years in total. A shorter route exists for setting up an activity that benefits the national economy.

Can I keep my residence without living there?

No. A temporary resident loses the status after more than six months' absence, except for documented reasons of health, study or family.

How safe is Nicaragua?

The UK Foreign Office (FCDO) reports that foreign nationals have been affected by violent crime and warns of express kidnapping in unauthorised taxis. A weightier point: it is illegal for foreigners to take part in any political activity, and you can be arrested, detained or deported for taking part in a protest or for any activity seen as acting against the government.

Next steps

VidaLibrePlan advises on twelve countries in Latin America. Nicaragua is not one of them.

The pensionado residence most readers ask about was repealed in August 2024, and the passport requires you to give up your current nationality. Next door, Costa Rica has kept its pensionado programme and its territorial system, allows dual citizenship and has had no army since 1948.
