Who this procedure suits

Naturalisation is the keystone of your path in Uruguay: for residents who have settled in the country and want the respected passport with Mercosur freedom of movement as lasting security. Eligibility depends on your residence history, and we check it before you order. The standard period is five years of legal residence. It suits Plan B strategists aiming for a second citizenship without giving up their current one, and everyone who genuinely lives in Uruguay, because you have to prove knowledge of Spanish, ties to the country and genuine residence. The basis is an existing legal residence; if you do not have a lasting status yet, your path starts with permanent residence in Uruguay.

And who it does not suit:

  • ✕You want a passport without a real life in the country: Uruguay requires proof of genuine residence and genuine ties. A letterbox CV will not carry this application.
  • ✕You do not want to learn Spanish: knowledge of Spanish is part of the evidence. Those who refuse fail not at the authority but in their own preparation.
  • ✕You do not hold legal residence in Uruguay yet: then naturalisation is not your next step. The path starts with residence, which we handle as a separate service.

Requirements

The mechanics are set out in the Uruguayan Constitution: Article 75 provides for naturalisation after five years of habitual legal residence. On top of that, you prove knowledge of Spanish, ties to the country and genuine residence; which evidence best supports your ties in your case, we put together with you before the application. You do not have to give up your current citizenship, as Uruguay permits dual citizenship; whether your home country lets you keep yours is a separate question that depends on where you come from, and we flag it before you apply.

What we take care of

  • ✓An explanation of the particular features of ciudadanía legal for your planning
  • ✓One personal contact who coordinates the whole procedure in English

Step by step

  1. 1

    Check deadlines and ties

We check whether your five years are complete and whether your residence history and presence support the application, before you order anything.

  2. 2

    Build your evidence

Residence, ties to the country, knowledge of Spanish: we decide which evidence best supports your case and put the package together with you.

  3. 3

    File the application

Our local partners, licensed attorneys in Uruguay, file the naturalisation application and represent you in the procedure.

  4. 4

    Follow the procedure

The authorities review the file, the local attorneys follow up, and we keep you updated in English until the decision.

  5. 5

    Certificate and passport

With the ciudadanía legal certificate, we support you through to the Uruguayan passport and explain what the particular features of the status mean for you.

How long it takes

Nobody can honestly give you a guaranteed date for the naturalisation procedure; you get a realistic estimate for your case before you order. The planning beforehand matters more: the period of five years runs from your legal residence, and if you document residence, ties and Spanish from the start, you spare yourself a painful reconstruction at the end. One peculiarity belongs on the table: political rights only take effect three years after the certificate is issued; you have the passport and civil rights in daily life before that.

Do you need to be there in person?

There is nothing to gloss over here: genuine residence in Uruguay is a condition you have to prove, not a formality. Uruguay naturalises people who live in the country, not folders stored in it. As a rule, no single absence may exceed six consecutive months, otherwise the period starts again. How much presence your history needs to show and how to document it cleanly, we check for your specific case before the application. If you spend your years of residence in Uruguay anyway, you meet this along the way; if you mostly live elsewhere, have the conversation before you start counting years.

Family members coming with you

In the procedure, each person files their own application under the same line item; the price sheet does not distinguish here between the main applicant and family members, and each person needs their own evidence package. We coordinate a family's applications so that deadlines and documents fit together.

What comes next

With ciudadanía legal, you hold a passport with Mercosur freedom of movement and visa-free access to around 150 countries, Schengen included. We explain one Uruguayan peculiarity from the start: naturalised citizens receive citizenship, not nationality; in practice you get the passport and full civil rights, while some detailed questions need an individual assessment. The latest development on the travel document is good news: since 23 April 2025, the passport carries a uniform Nationality/Citizenship field with the code URY for all citizens and no longer shows the place of birth, which eases the decades-old travel problem of ciudadanos legales. The full picture of the passport route is in the guide Uruguayan citizenship and passport, and the regional comparison in the second passport overview for Latin America.

What is not included

  • •Government fees and state charges in Uruguay
  • •Apostilles and legalisations in your home country
  • •Certified translations
  • •Notary costs
  • •Travel and accommodation costs
  • •Spanish courses and language preparation
  • •The evidence of residence and ties itself
  • •Tax advice in the destination country

Tax note

Even with a Uruguayan passport: residence is not the same as tax residence. Uruguay taxes mainly on a source basis, with foreign investment income of residents brought into the net, and ties taxation to residence, not to the passport; the tax holiday for new residents (up to 11 years on foreign investment income) is a separate regime with its own requirements. What the 2026 reform changed is explained in Uruguay's 2026 tax reform; your individual case belongs with a tax adviser.

One point of contact, from start to finish

Your application is filed together with our local partners, licensed attorneys in each country, with whom we have worked for years. We coordinate your case, check your documents and remain your point of contact: in English, throughout.

That applies whether you are still at home or already on the road: one point of contact, no language barrier, no loose ends across four time zones.

Frequently asked questions

When can I apply for naturalisation?+

The standard period is five years of legal residence. Whether your residence history and presence support the application, we check first.

Do I have to speak Spanish?+

Yes, knowledge of Spanish is part of the evidence, as are ties to the country and genuine residence. Uruguay naturalises people who have settled in the country.

Do I have to give up my current citizenship?+

No, Uruguay permits dual citizenship. Whether your home country lets you keep yours is a separate question that depends on where you come from.

What exactly does ciudadanía legal mean?+

Uruguay grants naturalised citizens citizenship, not nationality. In practice you get the passport and full civil rights; political rights only take effect three years after the certificate is issued, and we assess some detailed questions individually for you.

How strong is the Uruguayan passport?+

It brings Mercosur freedom of movement and visa-free access to around 150 countries, Schengen included. Since 23 April 2025, the travel document carries a uniform Nationality/Citizenship field with the code URY and no longer shows the place of birth, which eases earlier travel problems for ciudadanos legales.

Is it enough to simply wait out the years on paper?+

No. The period is the entry ticket; the application is carried by genuine residence and ties to the country you can prove. That is exactly why we review your history before you order.

Why does this service require permanent residence?+

Naturalisation builds on years of legal residence. If your status is not yet in place, your path starts with permanent residence, which we handle as a separate service, with deadline tracking through to your naturalisation window.
