Why Venezuela?
Worldwide taxation, advice from the UK Foreign Office (FCDO) against all but essential travel to the whole country, and ten years to a passport. As a location Venezuela is closed at present, and this page says why.
Venezuela has everything a location needs: coastline, the Andes, oil, an educated population and historically close ties to Europe. What is missing is the framework for it. For tax, Venezuela is a worldwide income country. On security, the FCDO advises against all travel to the border areas and several other regions, and against all but essential travel to the rest of the country. Then in June 2026 came two severe earthquakes whose consequences still weigh on the infrastructure. We cover the country because it belongs to Latin America and readers ask about it, not because it is an option.
- ✓Worldwide taxation for residents, progression from 6% to 34%
- ✓The FCDO advises against all travel to within 40 km of the borders with Colombia, Brazil and Guyana, to Amazonas state and to the Orinoco Mining Arc, and against all but essential travel to the rest of the country
- ✓Earthquakes of magnitude 7.2 and 7.5 on 24 June 2026, with significant damage in La Guaira, parts of Caracas and elsewhere
- ✓Non-CRS: no commitment to automatic information exchange, of practically no value
- ✓Ten years to a passport, five for Spaniards, Portuguese, Italians and Latin American and Caribbean nationals
Residence permits and residency options
For individuals or companies that prove with certified documents that an investment has been made in Venezuela and accepted by the competent state bodies. Among other things you need a passport valid for at least six months, a police certificate covering your last five years of residence and a documented account of the investment.
For recipients of stable foreign income. Like the investor category, a purpose-bound stay, not permanent residence.
The identity card for transeúntes is valid for one year. The competent authority is the identification, migration and foreigners service. The route to permanent residence is a separate, much longer procedure.
A residence status renewed every year, in a country the UK advises against visiting except for essential travel and with limited commercial flights, is no foundation. According to the FCDO, Maiquetía airport, which serves Caracas, resumed commercial flight operations on 1 September 2026 with limited capacity, and flights can be delayed or cancelled at short notice.
Tax in Venezuela
In Venezuela, residents are subject to tax on their worldwide income. That is the clear basic rule, and it sets Venezuela apart from Panama, Paraguay, Costa Rica and El Salvador.
Residence arises in three ways: at more than 183 days in the tax year; already if you spent more than 183 days in the country in the previous year; and if you establish a home in Venezuela, provided you have not stayed more than 183 days in another country. Venezuelan nationals count as domiciled in Venezuela unless they prove otherwise.
The progression runs from 6% to 34% and is measured in tax units, not in bolívars. That is no formality: in a high-inflation currency, the value set for the tax unit at any given time decides the actual burden, not the scale. If you plan here, you plan against a moving yardstick.
The non-CRS status you can attribute to Venezuela is of no practical value under these conditions. It is no advantage when the location itself does not work.
Citizenship: the route to a second passport
The Constitution requires ten years of residence for naturalisation, and five years for nationals of Spain, Portugal, Italy and Latin American and Caribbean states.
These figures describe a rule, not a working administration. A procedure that has to be followed traceably over ten years presupposes an authority that works traceably over ten years. If you want a second passport in South America, you will find it faster and on firmer ground in Argentina, Peru or Paraguay.
Our Venezuela insider tip: Mérida
Mérida in the Andes is the most plausible address in the country: a university city at around 1,600 metres, a mild climate and historically the lowest level of violence. It is here because an overview has to name a city, not as a recommendation.
The other usual names drop out. According to the FCDO, the earthquakes of 24 June 2026 caused significant damage in La Guaira, parts of Caracas and elsewhere; La Guaira was declared a disaster zone and remains subject to enhanced security and access controls. Public services and the supply of electricity, water and fuel can be severely limited, particularly outside Caracas, and prolonged power cuts can cut mobile networks and internet. For a 40 km strip along the borders with Colombia, Brazil and Guyana the FCDO advises against all travel.
On costs: the card says Medium, not Low. In the dollarised segments of the economy a newcomer actually uses, prices are not at Paraguay's or Bolivia's level. If you calculate in bolívars, you calculate past reality.
Banking outside Venezuela
There is little useful to say about banking in Venezuela for readers like you, and that is the honest answer: the foreign exchange regime, sanctions and the practice of international correspondent banks make Venezuelan bank accounts a risk for newcomers rather than infrastructure. If you already hold assets in the country, you have an administrative problem, not a structuring one, and the answer to it is legal, not tax.
Flag theory: why bank outside the country?
Because the country is a CRS participant and you do not want to create local economic substance or a permanent establishment, banking and your operating company belong outside Latin America. We structure this for you. More about our services →

Next steps
VidaLibrePlan advises on twelve countries in Latin America. Venezuela is not one of them.
Venezuela taxes residents on their worldwide income, the UK Foreign Office (FCDO) advises against all but essential travel to the whole country, and the passport takes ten years. Colombia is right next door, with the same language and the same climate and with an administration and banking that work. On the usual route the Colombian passport also takes around ten years (five on an M visa, then five from the resident visa), but through a procedure that actually runs in practice.
